Yep, it's true, and why athletes are advised to stop and do a couple of stretching exercises, like touching their toes, and raising a knee in turn towards their abdominal area. It apparently gets the blood flowing properly again and gives the person time to breathe in a deeper manner instead of the short bursts which accompany jogging/running.
