Even if they could, it probably wouldn't be allowed in the USA because to be allowed to do that, DNA would first have to be Patentable, which it is not, and it would have to be able to be Synthesized, which it cannot.

Let's just say the article described the difference between people based on what side of the fence they were on. Plus they added a new fence so there are three divisions instead of just two sides.
