Cheap alcohol's partly to blame. Those with no work ethic slump into depression, which can be a serious illness, and to try and make themselves feel better, these people turn to drink and drugs to obliterate their negative feelings. Of course, we all know that it's just a temporary "high", but you can become addicted to both pretty quickly, and so the cycle begins.
It's up to parents to teach their children the benefits of hard work, and to make them feel good about themselves, but far too many can't be bothered - often because they've never been shown themselves. Also, with the high cost of living and seemingly working for nothing, some people commit suicide or have nervous breakdowns. There are hardly any facilities to treat folk with severe mental problems. They can't cope, yet continue to have children which they fail to bring up properly, and the state almost encourages it.
