They were probably meant for adults to use, but the makers didn't want to embarrass anyone by suggesting they might need an extra-small size!
On a serious note, I agree with pink, in that 12-year olds shouldn't be thinking of having sex, but unfortunately, more and more do. I think it's up to parents to educate their children as soon as they start asking questions, and also to tell them WHY it isn't advisable to start this at such a young age. Lots of parents DO tell their children the facts of life, but omit to explain about hormones that affect how they feel.
If things are explained in such a way that it doesn't frighten or embarrass the child, they grow up feeling relaxed about being able to discuss such matters and are at least armed with any necessary information.
It doesn't prevent a child from embarking on a sexual journey if they find themselves in a situation where it may happen, but children going through puberty need something to take their minds away from the feelings and temptations that nature puts in the way. Keeping them occupied with sports and other pastimes, and taking an interest in your child, all go towards setting them on the right path.
Many young teenage pregnancies occur when the child feels unloved, and so they respond to "affection" shown to them by others. I feel it's very important for parents to take an active part in guiding their children through this difficult period, even to the point of vetting their friends and making sure that if the child has a sleepover anywhere or goes to a party, that the parents know who's going to be there, and they take and fetch their children from points A to B.
There's no quick solution, but children shouldn't be exposed to an adult world too soon. Selling provocative clothes for little girls is wrong. They all like to dress up and be like their mums, but to encourage them to dress like adults only makes them grow up too soon. Trouble is, their bodies may develop early, but their minds don't.
